More About Gotham Season 4:

Following the incident involving the Tetch virus, Penguin had taken control of Gotham’s criminal underworld and had begun granting “Licenses of Misonduct” to criminals for committing “legal crimes”, although this was not sanctioned by Gordon or Bruce. Selina had agreed to a license with the reluctant help of Tabitha.

A team of unlicensed criminals, led by Merton, led by Grady Harris, were determined to defeat Penguin and had Jonathan Crane released from Arkham to assist them in the production of his father’s fear toxin. Bruce, aware that Gordon could not assist him, decided to fight against the licenses.
