More About Gotham Season 5:

The bridges have been destroyed, leading the government to impose a blockade of the city from the mainland. This has enabled criminals to take control of entire neighborhoods and boroughs. Gordon and other GCPD officers are escorting refugees to the precinct for protection, and Bruce and Gordon are working together to rid Gotham of crime.

However, Scarecrow and a number of his henchmen have stolen most of the food and medical supplies from the GCPD, prompting Bruce to enlist the help of Wayne Enterprises to transport the supplies to the city. Unfortunately, Cobblepot attempts to acquire the supplies, resulting in a gun battle which results in the death of Tabitha.

Nygma has suffered memory lapses and has awoken in various locations, while Selina has undergone surgery to reduce the curvature of her spine, but remains paralysed. After Selina attempts suicide, a nurse at the hospital suggests that Bruce seek out “the Witch”, which he does, only to find out later that it is Ivy, who had been captured by the locals after killing them rather than helping them. As a result of her power, Ivy has grown and now feeds on the corpses of all those who enter her territory, which is the park.
